The Bullhorn alternatives worth pricing for a US staffing agency are Recruit CRM ($95 to $215 a user a month), Recruiterflow ($119), Loxo ($149 or $199) and Manatal ($15 to $55), all on annual billing. Bullhorn publishes only its two smallest plans, Starter at $99 and Core at $165 a user a month, and neither includes the recruitment CRM sales pipeline, AI search and match or process automation; those start on Bullhorn Pro, which is quoted. Most alternatives put those features on a plan with a printed price.

Two patterns stand out. First, the published Bullhorn seats are not the cheap end of the market: Core at $165 costs more than Recruit CRM Business, Recruiterflow Platform and Loxo Core. Second, Bullhorn is the only vendor here whose sales pipeline sits above the published price. Every alternative on the list tracks clients and deals on the plan you can buy without a quote.

What Bullhorn's published price actually buys

Bullhorn's pricing page shows four plans for small agencies and prints a number on two of them. Starter at $99 a user a month covers applicant tracking, resume parsing, client management, job posting with a career portal, expert support and free implementation. Core at $165 adds the app marketplace with 300+ partners, custom fields and workflows, the LinkedIn integrations (Recruiter System Connect and Apply Connect) and the Bullhorn email sidebar.

Everything that usually drives a switch sits on the two quoted plans. Bullhorn Pro, marked most popular, adds the recruitment CRM sales pipeline, AI search and match, Amplify Chat, AI data enrichment, process automation, AI resume formatting, AI call transcription, real-time analytics and a dedicated account manager. Bullhorn Max adds the Amplify Digital Workers: agentic screening, agentic matching, multi-step AI outreach, a website chatbot and interview scheduling. Timesheets, invoicing and pay and bill automation sit on Bullhorn One, the front-to-back plan for larger firms, also quoted.

So the honest Bullhorn price for an agency that wants a pipeline, automation and some AI is not $99 or $165. It is whatever Pro is quoted at, which is the number to collect before you compare anything. Why agencies look for a Bullhorn alternative

Three reasons come up again and again in switching conversations, and all three are about price structure rather than features.

The first is that the AI is never on the printed plans. A small agency reading the pricing page sees $99, signs up, and then learns that matching, enrichment and automation are an upgrade with no list price. The second is that the client side of the business, the BD pipeline that wins job orders, is a Pro feature, so a two-recruiter desk that sells as much as it sources needs the quoted plan from day one. The third is contract terms. Bullhorn quotes the plans agencies actually want, which means the price, the term and the renewal all depend on the negotiation.

None of that makes Bullhorn a bad system. It is the default in US staffing for a reason, and its marketplace and back-office depth are hard to match. It does mean the cheapest way to evaluate it is to get the Pro quote in writing first, then compare that number against the published cards below.

Best Bullhorn alternative for a small agency

For one to five recruiters, the two strongest priced alternatives are Recruit CRM and Manatal, and they sit at very different points on the price curve.

Recruit CRM is the closer like-for-like replacement. Pro at $95 a user a month already includes the Chrome sourcing extension, AI resume parser, AI sourcing, an integrated mailbox with calling and recording, and deal pipelines for client work, which Bullhorn keeps for Pro. Its limit is one email sequence; Business at $135 lifts that and adds SSO, bulk texting and 50 AI candidate matches. A three-recruiter agency on Business pays $4,860 a year. Manatal is the budget answer. Enterprise at $35 a user a month gives unlimited jobs, workflow automation and AI candidate scoring on every plan, so three recruiters pay $1,260 a year. The trade is agency depth: Manatal lists no timesheets, pay or billing, and its client side is lighter than Recruit CRM's.

Best Bullhorn alternative with sourcing built in

If the reason you are leaving Bullhorn is that your recruiters spend half the day in LinkedIn and a separate contact tool, Loxo is the alternative that changes the most. Loxo Professional at $199 a user a month, billed annually and paid up front, includes Loxo Source, a database of 850M+ profiles, the full set of Loxo's AI agents, API access and 2,500 credits a seat a month pooled across the team. Loxo Core at $149 is the ATS and CRM without the database.

Against Bullhorn the comparison is uncomfortable for the incumbent: Loxo Professional costs $34 a month more than Bullhorn Core and includes the sourcing and the agents, while Core contains neither. The catch is the payment term. Five recruiters on Professional write a check for $11,940 at signing, and the published price is labeled a new-customer limited-time offer, so ask what renewal looks like. Best Bullhorn alternative for automation-led desks

Recruiterflow is the pick for agencies whose placements come from disciplined follow-up: candidate sequences, client BD sequences and stage-triggered workflows. Its one published plan, Platform at $119 a user a month on annual billing or $149 monthly, includes the ATS and CRM, multichannel sequences, recruiting automation and sales automation, client and team access controls, bulk sourcing through the Chrome extension, reports and API access.

That puts automation that Bullhorn sells on a quoted plan into a seat $46 cheaper than Bullhorn Core. What Recruiterflow keeps off the printed plan is AI: every AIRA agent and the phone and email finder sit on the AIRA plan, which is quoted. Bullhorn alternative for contract staffing and pay and bill

This is where Bullhorn is hardest to replace. A contract desk that runs timesheets, time interpretation, invoicing and payroll through one system is buying Bullhorn One, and few agency ATS vendors cover that back office at all. Recruit CRM is the main priced exception: it sells a timesheets module that handles timesheets, invoicing and contractor pay alongside its ATS, which makes it the realistic option for a small contract desk that wants off Bullhorn.

For larger contract firms, the usual answer is not to switch the system of record but to stop paying it for the front-office work it does slowly. Keep pay and bill where it is, and put the sourcing and first-pass screening somewhere faster. What does Bullhorn cost per user?

Bullhorn publishes two prices: Starter at $99 per user a month and Core at $165 per user a month, both with free implementation. Pro, Max, the larger-agency Front Office plans, Bullhorn One and the Amplify AI products are all quoted. The page does not state the billing term or a seat minimum for the published plans, so confirm both before you sign.

Is there a cheaper alternative to Bullhorn?

Yes. Recruit CRM Pro at $95, Manatal Enterprise at $35 and Crelate Essentials at $85 all print a lower seat price than Bullhorn Starter, and Recruit CRM and Manatal both include the client and deal pipeline that Bullhorn reserves for Pro. Crelate's $85 tier needs a check first: its card says up to 2 users while the offer data in the same page says a 5-seat minimum. The cheapest option with outbound sequences and automation in the base seat is Recruiterflow Platform at $119. Cheaper per seat is not the whole comparison, though: count the add-ons you would buy on each side, and price contact data separately unless the plan bundles it. Recruit CRM Enterprise includes 500 phone and email credits a user a month, and Loxo Professional delivers contacts with agent shortlists when available.

When to keep Bullhorn and change what sits next to it

Switching an ATS costs more than the subscription. Migration runs from two weeks to two months depending on the vendor and the data, recruiters lose pace while they learn a new system, and integrations with job boards and back office have to be rebuilt. If Bullhorn's core works and the real complaint is that recruiters cannot get through enough candidates, changing the system of record solves the wrong problem.
