Nearly every price comparison in recruiting software is written about outbound sourcing. The unit is a revealed contact: you pay a seat fee, you get a monthly allowance of verified email addresses, and the sensible way to compare two vendors is to divide the price by the allowance. That framing dominates the category so completely that it gets applied to high volume hiring, where it does not fit at all.
High volume hiring is an inbound problem. Eight hundred people apply to one requisition and you reveal nobody, because they already gave you their contact details. Nothing is scarce about finding candidates. What is scarce is reviewer attention, consistency between reviewers, and calendar slots. A tool priced per revealed contact solves a problem you do not have, and a bigger sourcing index actively makes things worse by adding to a pile you cannot get through.

The last row is the one that catches people. What screening a high volume requisition actually costs in reviewer hours
The reason high volume hiring needs different software is not that it is harder. It is that the labour cost of doing it properly scales linearly with applications while the value of a hire does not. That is worth working through with real arithmetic rather than a vendor statistic, so here it is with every assumption visible and adjustable.
Assume a careful first-pass resume screen takes four minutes: open it, read it against the actual requirements, make a note, record a decision. Some teams are faster and some are considerably slower, so substitute your own number. Assume a fully loaded recruiter or coordinator cost of $45 an hour, which for a US recruiting coordinator on a mid five figure salary plus employer taxes and benefits is a reasonable working figure. Then the screening cost of a requisition looks like this.

Those are not benchmarks and they are not research findings, they are multiplication, and that is exactly why they are useful. Change the four minutes or the $45 and every row moves with it. The point the table makes is structural: at eight hundred applications, one requisition consumes more than a full working week of one person just to read, before a single interview happens.
Two consequences follow. First, nobody actually does it. The screen degrades as the pile grows, applicant four hundred gets ninety seconds and a keyword scan, and the process that was designed on paper is not the process that ran. Second, per-seat pricing stops making sense as a way to buy, because your cost driver is applications and your bill is headcount. What breaks
The five things that actually fail when application volume climbs
Volume does not break hiring in one dramatic way. It breaks it in five predictable ones, and knowing which of them is hurting you tells you what to buy far more reliably than any feature list.
Screening drifts as the pile grows. The first fifty applicants get a genuine read. The last two hundred get a scan for a keyword and a company name. The bar moves without anyone deciding to move it, which means two candidates with the same profile get different outcomes depending on when they applied. Structured scoring against fixed criteria is the only reliable fix, and it is the core of what candidate screening software is for.
Reviewers disagree with each other. At low volume one person screens everything and is at least internally consistent. At volume you split the pile across three people and discover they were never applying the same standard. Fixing this needs explicit criteria and a score with the evidence attached, so a disagreement becomes a conversation about a specific requirement rather than about taste.
Time to first response collapses. Strong candidates in a competitive market are usually in more than one process. When a pile takes nine days to work through, the people at the top of it have often accepted something else by the time you reach them. Ranking matters here more than throughput: you do not need to review everyone faster, you need the best twenty surfaced on day one.
Scheduling becomes the bottleneck the moment screening stops being one. Solve the reading problem and you immediately have fifty people to book across four interviewers. Every stage transition that waits on email costs days, which is the arithmetic set out in automated interview scheduling.
Adverse impact becomes statistically visible. At twenty applicants a screening bias is invisible in the data. At two thousand it is measurable, and at that scale it is also legally material. This is the failure mode with the longest tail, and the next section covers it properly.

Volume is exactly where US automated hiring law starts to bite
Automated screening rules attract attention in proportion to how many people they affect, and high volume hiring is where an automated decision tool touches thousands of applicants a year. If you are buying software to screen at scale in the United States, the legal position is a purchasing requirement rather than a footnote. Here is the position as at August 2026, and it is worth checking because a great deal of published guidance on this topic is now out of date.

The Colorado row is the one worth reading twice, because a lot of vendor material and a lot of AI-generated guidance still states that Colorado obligations began in February or June 2026. They did not. SB 24-205 was paused before it took effect and the replacement regime does not start until 1 January 2027. If a salesperson tells you their product is required for Colorado compliance today, they are working from stale material.
What this means practically when you evaluate a vendor: ask whether the tool records why each candidate was scored the way it was and retains it, whether it can produce the data an adverse impact analysis needs, whether it supports the candidate notice these rules require, and whether it has been through a bias audit you can read. A screen you cannot explain is a liability at volume in a way it never is at ten applicants.
Buying
How to price a high volume tool against the process you already run
Because the tools in this space are priced on different units, seat price against seat price is close to meaningless. Compare against the cost of the process you run today instead, using the arithmetic above with your own numbers.
Start by getting three figures out of your ATS: applications per requisition, requisitions per year, and the honest number of minutes a first-pass screen takes when someone does it properly. Multiply them, apply your loaded hourly cost, and you have the annual labour figure the software has to beat. For a team running forty requisitions a year at four hundred applications each, at four minutes and $45 an hour, that is roughly 1,067 reviewer hours and about $48,000 of screening labour. Any vendor quote below that is at least arguable, and any quote above it needs to be justified on quality or speed rather than cost.
Then check four things before signing. Ask what happens when volume spikes, because seasonal hiring is the whole point and a plan with an application band will bill differently in October than in February. Ask whether the score is explainable per candidate, since that determines both whether your hiring managers trust it and whether you can answer a legal challenge. Ask what the candidate experience looks like, because at volume your rejection process is a marketing channel and most of the people in the pile will be customers. One honest limit. If you fill fewer than about ten roles a year, or your typical requisition draws thirty applicants, this software is not worth buying.
