The short answer

The best engineering staffing software depends on what your firm bills for. A contract engineering firm that runs payroll needs a front and back office platform with pay and bill, such as Bullhorn with its back office or Avionté. A direct hire engineering search firm is better served by an ATS and CRM with sourcing built in, such as Loxo at $199 per user a month or Recruiterflow at $119. Firms placing cleared engineers need a clearance filter, which SeekOut sells on its quoted plans. Most of these vendors publish a manual tier and quote the AI, so budget $99 to $199 per recruiter a month before add-ons.

What engineering staffing software has to do that generic recruiting software does not

An engineering staffing firm has a harder matching problem than most agencies. The candidate pool is small, the credentials are specific and a wrong submittal costs you the client's trust faster than in almost any other vertical. Before you compare prices, check a platform against the five things an engineering desk actually does every week.

Search on tools and credentials, not job titles. A "mechanical engineer" who designs HVAC systems in Revit is a different hire from one who designs injection molds in SolidWorks. Your software needs to search on CAD and simulation tools, industries and licensure (PE, EIT, PMP) as structured fields, and it needs to parse those out of a resume rather than rely on a recruiter typing them in.

Handle clearances and export control. Defense and aerospace clients ask for active Secret or TS/SCI clearances and US persons status for ITAR work. Very few platforms can search on that. SeekOut lists an inferred security clearance filter, but only on its quoted plans, not on the $149 Recruit Core plan we read on 16 September 2026.

Track the engagement type. Engineering contractors work as W-2 employees of your firm, as 1099 contractors or corp to corp through their own company. Each one changes the pay rate, the markup and the paperwork, so the system has to store it against the placement, not in a notes field.

Run pay and bill, or connect cleanly to what does. If you carry contractors on your payroll, timesheets, per diem, overtime rules and client invoicing have to come from the same record as the placement. Redeploy people at assignment end. Engineering contracts end on a known date. The firms that keep their margin are the ones whose software flags an ending assignment early and matches that contractor to the next open requisition before a competitor calls them.

Two patterns stand out. First, the published tier is almost always the manual one. Bullhorn, Recruiterflow and SeekOut all price an entry plan in public and quote the AI or the advanced search that an engineering desk really wants. Second, the platforms built for contract volume, JobDiva and Ceipal, publish nothing at all, so you cannot compare them without sitting through two demos.

Best engineering staffing software by type of firm

For a contract engineering firm that runs payroll

Pick a platform where the placement, the timesheet and the invoice share one record. Bullhorn with its back office and Avionté are the two most common answers among US contract firms, and both are sold by quote once back office is included. Ask for the pay and bill module as its own line item, because the seat price you see in public does not include it.

For a direct hire engineering search firm

You do not need payroll. You need to find people who are not applying and keep a clean client pipeline. Loxo Professional puts sourcing, agents and the CRM on one published price. For firms placing cleared engineers

Clearance is the filter that decides the whole search. SeekOut is the best known vendor with an inferred clearance filter, and it is on the quoted Sourcing plans rather than on Core. Which software is best for engineering staffing agencies?

For most US engineering staffing agencies, the best software is the one that matches their billing model: a front and back office platform such as Bullhorn or Avionté for contract firms that run payroll, and an ATS with built-in sourcing such as Loxo for direct hire firms. Add a sourcing or AI shortlisting layer if the ATS cannot search on tools, licenses and clearances.

The mistake we see most often is buying on the demo of the candidate search and discovering the gap at the first payroll run. Decide the back office question first. The recruiting features are much easier to add later than pay and bill is.

How to test engineering staffing software before you sign

Run the same three tests on every shortlisted platform, during the trial or in a live demo on your data.

  1. Backtest a filled requisition. Take an engineering role you filled last quarter, write the search the way the client wrote the brief, and see whether the person you placed shows up on the first page.
  2. Search on a tool and a license together. For example, a licensed PE in Texas with Revit experience. If the platform can only do this by keyword, expect a lot of manual reading.
  3. Walk one contractor from offer to invoice. Offer, onboarding documents, first timesheet and first client invoice, without leaving the platform. If a step needs a spreadsheet, price the time it takes.

That second step is also where paperwork slows a start date. Contractor agreements, offer letters and client statements of work all need signatures before day one, and firms that send contracts for e-signature from a template tend to close that gap in hours rather than days.

What engineering staffing software costs at 3 and 10 recruiters

On published prices, three recruiters on Bullhorn Core cost $5,940 a year before back office, on Recruiterflow's annual plan $4,284 and on Loxo Professional $7,164, paid up front. SeekOut Recruit Core covers all three for $1,788 a year, but it is a search tool, not an ATS, so it is an addition to one of the others.

At ten recruiters the published numbers are $19,800 on Bullhorn Core, $14,280 on Recruiterflow and $23,880 on Loxo Professional. By that size most contract firms are on a quoted back office agreement anyway, so treat these as the floor of the budget rather than the total. How much does engineering staffing software cost?

Published entry prices run from $99 to $199 per recruiter a month: Bullhorn Starter at $99, Recruiterflow at $119 on annual billing, Loxo Core at $149 and Loxo Professional at $199. Pay and bill, VMS integrations and AI tiers are usually quoted on top, and JobDiva and Ceipal publish no prices at all.

Do engineering staffing agencies need separate payroll software?

Only if their recruiting platform has no back office. Firms that carry contractors on W-2 need timesheets, payroll and client invoicing tied to the placement. Bullhorn and Avionté sell that as part of the platform. Firms that place engineers on a direct hire basis do not need payroll software at all.

Can staffing software search for security clearances?

Some can. SeekOut lists an inferred security clearance filter on its quoted Sourcing plans, not on Recruit Core. Most ATS platforms only store clearance as a field you fill in yourself, so the search is only as good as your data entry. Always confirm clearance status directly with the candidate.

What is the best software for IT and software engineering staffing?
