Bullhorn Pricing and Bullhorn Cost per User for Every CRM and Amplify Plan
The short answer
Bullhorn publishes two prices. Bullhorn Starter costs $99 per user a month and Bullhorn Core costs $165 per user a month, both with free implementation, and neither includes any AI. Every plan with AI search and match or Amplify agents (Bullhorn Pro, Bullhorn Max), every larger agency plan (Front Office Growth, Front Office Enterprise, Bullhorn One) and every Salesforce-based Recruitment Cloud plan is priced by quote. A three recruiter agency on Core pays $5,940 a year before any add-on, and pay and bill, VMS automation and SMS are separate quotes.

What Bullhorn actually charges
Bullhorn pricing for every plan on the page, as read on 13 October 2026
We read bullhorn.com/pricing on 13 October 2026, all four sections: small agencies, larger agencies, AI and automation, and Recruitment Cloud. Rows marked as published come straight from Bullhorn. Everything else shows "Talk to us" or "Get a quote" at the source, and each row says which.
| Plan | Price | Billing | What is included | Best for |
|---|---|---|---|---|
| Bullhorn Starter Published by Bullhorn | $99 per user a month | Per user, per month as listed. The page does not state a billing term or a seat minimum. Free implementation | Applicant tracking, resume parsing, client management, job posting with a career portal, expert support. No AI and no CRM sales pipeline | A one or two person agency that needs a clean ATS and nothing else yet |
| Bullhorn Core Published by Bullhorn | $165 per user a month | Per user, per month as listed. Billing term not stated on the page. Free implementation | Everything in Starter plus the 300+ partner app marketplace, custom fields and workflows, LinkedIn RSC and Apply Connect, the Bullhorn email sidebar. Still no AI | Small agencies that want to bolt on partner apps and their own workflows |
| Bullhorn Pro (most popular) Quote only | "Talk to us" | Quoted. Free implementation | Everything in Core plus recruitment CRM, AI search and match, Amplify Chat, AI data enrichment, process automation, AI resume formatting, AI call transcription, real-time analytics, a dedicated account manager | The plan Bullhorn steers small agencies toward, and the first one with any AI |
| Bullhorn Max Quote only | "Talk to us" | Quoted. Unlike the other three small agency cards, it does not list free implementation | Everything in Pro plus Amplify agentic workflows: omni-channel engagement, agentic screening, agentic AI matching, agentic enrichment, multi-step AI outreach, website chatbot, interview scheduling, consultant services | Agencies that want Bullhorn to run screening and outreach, not only store the results |
| Front Office Growth and Front Office Enterprise Quote only | "Get a quote" | Quoted, larger agency plans | ATS, CRM, AI assistant, automation, analytics. Enterprise adds SMS, chatbot, interview scheduling, pipeline forecasting, configurable reporting and gamification | Larger staffing firms with complex desks and reporting needs |
| Bullhorn One Quote only | "Get a quote" | Quoted, front to back office | Everything in Front Office Enterprise plus timesheet management, time interpretation, invoicing and billing, pay and bill automation | Contract and temp agencies that want payroll and invoicing in the same system as recruiting |
| Recruitment Cloud (ATS, Front Office, Workforce Edition, 360) Quote only | "Get a quote" | Quoted, runs on Salesforce, so Salesforce licensing is part of the picture | From core ATS on Salesforce up to 360 with time and expense, gross pay, invoicing and rate management | Firms already standardized on Salesforce |
Before you budget
What moves a Bullhorn bill beyond $99 or $165
The two published prices buy an ATS. Almost everything an agency compares Bullhorn on today, the AI, the agents and the back office, is a separate line on a quote.
AI search and match, Amplify Chat, enrichment
Bullhorn Pro, quoted
None of the AI features appear on Starter or Core. The first plan that lists AI search and match is Pro, and Pro has no list price. Budget the Pro quote, not $165, if matching is why you are buying.
Amplify Digital Workers
Bullhorn Max or standalone quote
Bullhorn lists over 15 agent skills: match, screen, present, enrich, outreach, research, transcribe and audit. They come with Max or as a separately quoted product.
Middle Office, pay and bill, invoicing
Quoted, or inside Bullhorn One
Timesheets, time interpretation, client invoicing and pay and bill automation are not on any small agency card. A temp or contract desk needs Middle Office or Bullhorn One.
VMS Automation
Quoted
110+ vendor management system integrations with real-time job import and submission. MSP-heavy contract agencies usually need this and should price it before signing.
Messaging, Onboarding and Analytics
Quoted each
SMS from Bullhorn, digital onboarding with compliance workflows and staffing dashboards are each listed as separate products with a quote button.
What teams actually pay
Bullhorn cost per year against HireAgent, at three team sizes
The Bullhorn column uses the published per user prices times twelve, because that is the only arithmetic Bullhorn lets you do in public. Our column is the listed HireAgent plan, billed annually, that covers the same hiring load.
| Scenario | Bullhorn (published price) | HireAgent | Worth knowing |
|---|---|---|---|
| One recruiter | $1,188 a year on Starter, no AI | $1,794 a year (Solo, 1 seat, up to 3 open roles) | Starter is cheaper and it is a real ATS. It stores candidates and jobs. HireAgent finds, screens and ranks the candidates and drafts the outreach, which Starter does not do at any price. |
| Three recruiters | $5,940 a year on Core, no AI | $4,794 a year (Growth, 3 seats, up to 10 open roles, ATS integration) | Three Core seats cost more than our Growth plan and still contain no matching or screening. Getting AI from Bullhorn means a Pro quote on top of this. |
| Ten recruiters | $19,800 a year on Core, Pro quoted | $11,994 a year (Scale, 10 seats, high sourcing volume, SSO) | At ten seats the Core bill alone is $19,800. Many agencies keep Bullhorn as the system of record and add HireAgent for the sourcing and screening work. |
Bullhorn figures are list price per user per month times users times twelve, read on 13 October 2026. Bullhorn does not state a billing term or seat minimum on the page, and any plan with AI is quoted, so a real proposal will differ. HireAgent plans scale with seats, open roles and sourcing volume and are shown at the annual rate. HireAgent is not an ATS: most agencies run it next to the ATS they keep. Treat this as the shape of the two pricing models, not as a quote.
What Bullhorn publishes, read at bullhorn.com on 13 October 2026
We opened bullhorn.com/pricing on 13 October 2026 and read every card. The page is split into four groups: plans for small agencies, plans for larger agencies, AI and automation products, and Bullhorn Recruitment Cloud, the version built on Salesforce. Only two cards carry a number. Bullhorn Starter is $99 per user a month and Bullhorn Core is $165 per user a month. Both list free implementation.
Starter covers applicant tracking, resume parsing, client management, job posting with a career portal and expert support. Core adds the partner marketplace of more than 300 apps, custom fields and workflows, the LinkedIn integrations (Recruiter System Connect and Apply Connect) and the email sidebar. That is the complete list. There is no AI feature on either card.
The page does not say whether the $99 and $165 are billed monthly or annually, and it does not state a minimum number of users or a contract length. Some third-party roundups claim Starter is limited to one or two users and Core starts at three. We could not find that on the page today, so treat it as a question for the sales call rather than a fact. Bullhorn describes itself on the same page as serving more than 10,000 customers, with 1,400 employees in 14 countries.
Bullhorn Pro and Max, where the AI is and why it has no price
Bullhorn Pro is marked "Most popular" and reads "Talk to us" where the price would be. It is the first plan with Amplify, the Bullhorn AI: AI search and match, Amplify Chat (Bullhorn calls it a staffing LLM), AI data enrichment, AI resume formatting and AI call transcription, plus the recruitment CRM sales pipeline, process automation, real-time analytics and a dedicated account manager.
Bullhorn Max, labeled all-new, is Pro plus Amplify agentic workflows: omni-channel candidate engagement, agentic screening, agentic matching, agentic enrichment, multi-step AI outreach, a website chatbot, interview scheduling and consultant services. Bullhorn also sells the same agents standalone as Amplify Digital Workers, with "over 15 skills", again by quote.
So the honest reading of Bullhorn pricing is that the published prices buy the database and the quoted prices buy the work. That pattern is not unique to Bullhorn. Our survey of AI recruiting software pricing found it at LinkedIn, Recruiterflow, Crelate and hireEZ as well. Loxo is the main exception, publishing $199 a seat with its agents included, which is why Loxo vs Bullhorn is the comparison most small agencies end up running.
How much does Bullhorn cost per month and per year?
At list price, one recruiter on Starter costs $99 a month or $1,188 a year, and one recruiter on Core costs $165 a month or $1,980 a year. Three recruiters on Core cost $495 a month, $5,940 a year. Five cost $825 a month, $9,900 a year. Ten cost $1,650 a month, $19,800 a year. Those figures assume the list price holds and no add-ons, and they include no AI.
Once you need matching, outreach or pay and bill, the number becomes a quote. For a contract or temp agency the line that usually moves the total most is the back office: timesheets, invoicing and pay and bill only appear in Middle Office or Bullhorn One. Our guide to staffing agency software with invoicing compares the platforms that bill clients from timesheets, including the ones that publish a price.
For a wider view of what agencies pay across the category, staffing software pricing lays out the published agency cards side by side, and contract staffing software covers the platforms that handle pay and bill for contractors.
Is Bullhorn worth it for a small agency?
If you need a dependable ATS that your future hires already know, Bullhorn Starter and Core are reasonable buys. Bullhorn has been the default in staffing for a long time, the marketplace covers most integrations an agency asks for, and implementation is free on the published plans. Recruiters moving between agencies often arrive already trained on it.
The case against is the gap between the price you can see and the product you are being sold. The demos and the marketing are built around Amplify, and Amplify starts on a plan with no list price. A small agency comparing Bullhorn Core at $165 with Recruiterflow at $119 or Loxo Professional at $199 is not comparing like with like, because those two include automation or agents and Core does not. Recruiterflow vs Bullhorn runs that comparison line by line.
Many agencies do not have to choose. HireAgent is not an ATS. It sources candidates against your criteria, screens and ranks them into an explainable shortlist with the evidence attached, drafts personalized outreach and books interviews, and a human makes every decision. Plans run $299, $799 and $1,999 a month, or $1,794, $4,794 and $11,994 a year on annual billing, priced on seats, open roles and sourcing volume. Keep Bullhorn as the record, put the sourcing and screening on an AI recruiter built for staffing agencies, and compare the total with a Pro quote. Full plan details are on HireAgent pricing.
Questions to ask before you sign a Bullhorn contract
Is the $99 or $165 billed monthly or annually, and what is the contract term? The page does not say. Get the term, the cancellation terms and any auto-renewal clause in writing.
Which AI features are in this quote, and on which plan? AI search and match first appears on Pro. If your rep demos Amplify agents, confirm whether they are in Max, in a Digital Workers add-on, or both, and get each priced as its own line.
What does pay and bill cost for our volume? Middle Office and Bullhorn One are quoted. Ask for the pricing unit (per user, per placement, per timesheet) so you can compare it with the invoicing tools other agencies use.
What is the renewal increase? List prices on the small agency cards may not survive renewal. Ask for a cap on the year-two increase while you still have leverage, and check any figure on this page against bullhorn.com/pricing on the day you build the budget. If you are still choosing, Bullhorn alternatives covers the platforms agencies most often shortlist against it.
Keep Bullhorn, add the sourcing and screening
HireAgent works next to the ATS you already run. It sources, screens and ranks candidates into an explainable shortlist, drafts the outreach and books the interviews, priced on seats, open roles and sourcing volume. Plans start at $299 a month and a human makes every hire.
