The short answer
IT staffing software costs between $15 and $299 per recruiter a month on the plans vendors actually publish, and most of the tools IT staffing firms shortlist publish nothing at all. Bullhorn prints $99 and $165, Recruiterflow $119 on annual billing, Recruit CRM $95 to $215, Loxo $149 and $199 paid a year up front, Crelate $85 to $299 and Manatal $15 to $55. JobDiva, Ceipal and Avionte sell only through quotes. For a five recruiter IT desk, the published annual bill runs from about $2,100 to $11,940 before contact data, migration and the features that sit on quoted tiers.
IT staffing software pricing, vendor by vendor
Most pages ranking for this search repeat figures that the vendors no longer print, such as an $85 Recruit CRM seat, a $69 Crelate seat or a $169 Loxo "Basic" plan that does not exist. Every price below was read from the vendor's own pricing page in late September or early October 2026. Where a vendor prints no price, the table says so instead of guessing.

The pattern matters more than any single number. Of the ten tools an IT staffing owner is likely to shortlist, six print a price and four do not, and the four that do not (JobDiva, Ceipal, Avionte and Zoho's calculator) are the ones built most specifically around staffing workflows. You can budget a generalist agency ATS from its website. You cannot budget an IT staffing suite without a sales call.
How much does staffing software cost per recruiter?
On published US pricing, a staffing software seat costs $35 to $199 a month for a plan an IT desk can actually run on. The bare minimum seats ($15 Manatal, $85 Crelate, $99 Bullhorn) exist, but each one leaves out something a tech req needs, whether that is the job count, outbound sequences or AI matching. Full suites with pay and bill are quoted, and buyers typically pay more than any printed seat.
So the useful budget question is not "what does a seat cost" but "which plan has the three features my desk cannot work without". For most IT staffing firms that list is outbound sequences, fast matching on technical skills, and some way to handle contractors once they start.
Staffing company software pricing for a five recruiter IT desk
Here is what the same desk costs on each published card, multiplied out to a year. The plan chosen in each row is the cheapest one that includes outbound sequences, because an IT desk that cannot run follow-up sequences to passive developers is not really sourcing.

Two things stand out. First, Bullhorn Core is the second most expensive row and still the only one that does not include sequences, which is why so many IT staffing firms on Bullhorn end up buying a separate outreach tool. What IT staffing desks need that the cheap seats leave out
An IT staffing desk has a different shape from a permanent placement desk, and the features it pays for follow from that shape.
Speed to submittal. IT reqs from MSP and VMS programs are often worked by several suppliers at once, and the first qualified submittal tends to win. That puts a premium on matching: how fast can a recruiter get from a job description with twelve technologies on it to five candidates who actually have the must-haves. On Bullhorn that capability starts on Pro. On Zoho it is on Enterprise. On Manatal it is on every plan.
Contractors after the start date. Most IT staffing revenue is contract and contract-to-hire, so someone has to handle timesheets, invoicing and payroll. Bullhorn sells this through its Bullhorn One suite, Recruit CRM includes timesheets on its card, and most of the generalist agency CRMs above do not handle pay and bill at all. If you run more than a handful of contractors, price the back office separately before you compare front office seats, because it often decides the vendor. Subvendors and C2C. Many US IT staffing firms place corp-to-corp consultants through layers of subvendors, each of whom bills you by invoice. That paperwork is real work. Work authorization and rates. Visa status, rate expectations and right-to-represent need to sit on the candidate record and travel with the submittal. Every ATS above can store custom fields; the question to ask in a demo is whether those fields can be required at submittal time, so nothing goes to a client without them.
The costs that are not on any staffing software price page
Contact data. Apart from Loxo Professional, none of the published seats above includes a meaningful allowance of candidate emails and phone numbers. Budget a contact data tool or LinkedIn seats on top. For a sense of scale, ContactOut prints $79 a month annually for email and phone on a single user.
Migration. Bullhorn lists implementation as free on Starter, Core and Pro. Recruiterflow's white-glove migration is priced on data volume and typically takes 6 to 8 weeks. Loxo's migration is free for Core at three or more seats and a fixed package otherwise. Moving ten years of IT candidate history is the line most likely to surprise you.
Seat minimums and prepayment. Crelate's page data describes a 5-seat minimum on its $85 Essentials plan, which turns a two person desk into a $5,100 annual bill. Loxo bills the full year up front. Recruit CRM charges its add-ons on total users, not just the users who need them.
Features on quoted tiers. The AI on most of these cards sits one tier above the printed price. Crelate's sequences start at Business Plus, Bullhorn's AI matching at Pro, Recruiterflow's agents at AIRA. If AI is the reason you are switching, the published price is a floor, not your bill. Which staffing software is best for an IT staffing firm?
It depends on your contract mix. A firm placing mostly W-2 and C2C contractors through MSP programs usually needs a full staffing suite with pay and bill, which means Bullhorn with Bullhorn One or a quoted suite like JobDiva, Ceipal or Avionte. A firm doing mostly direct hire and contract-to-hire with a small contractor book can run on Recruiterflow, Recruit CRM or Crelate and buy payroll separately. A boutique that needs sourcing reach more than workflow tends to land on Loxo.

Where the recruiter hours actually go on an IT req
None of these systems decides which of the 200 Java developers in your database is right for a req with Kafka, Spring Boot and a public cloud certification on it. A recruiter still writes the search, opens each profile, checks it against the must-haves and decides who gets a call. Questions to ask before you sign any staffing software contract
Ask for the price of the tier that includes the feature you are actually switching for, not the entry tier. Ask whether the seat price assumes annual prepayment and what the renewal price is after year one. Ask how many active jobs each licence allows, since Manatal and Zoho both cap jobs rather than users. Ask what migration of your current database costs and how long it takes. And ask, in writing, whether contact data is included or extra, because on most of these cards it is extra.
Get those five answers on paper before the last demo ends. Once you have told a vendor it won, the quoted tier, the migration fee and the renewal terms stop being negotiable, and the comparison you built from the published cards is the only leverage you have.
