The short answer
Staffing software costs $15 to $259 per recruiter a month on the rate cards vendors publish, and most agency ATS and CRM seats sit between $95 and $165. Bullhorn prints $99 and $165, Recruit CRM starts at $95, Recruiterflow and Crelate at $119, Atlas at $125 and Loxo at $149, all on annual terms except Bullhorn, which prints no term. A five recruiter agency should budget $5,700 to $9,900 a year for the system of record, then more for AI, which usually sits one quoted tier above the printed price.
Every price below was read from the vendor's own pricing page. Where a vendor publishes no price, we say so.
Staffing software pricing from eight published rate cards
Most guides to staffing agency software cost give a range and stop. A range does not help you build a budget. The table below lists the cheapest seat each vendor prints in US dollars, the tier where AI actually starts, the billing term behind the headline number and what you pay for separately. An AI recruiter that does the sourcing and screening is its own line, and HireAgent pricing is published in full.
| Vendor | Cheapest published seat | Where AI starts | Billing term | What is extra |
|---|---|---|---|---|
| Manatal | $15 Professional, then $35 and $55 | ChatGPT, Claude and LLM integration is listed on Enterprise Plus at $55 | Annual. Monthly is $19, $39 and $59 | Professional caps the account at 15 jobs and 10,000 candidates. No pay and bill |
| Crelate | $85 Essentials, $119 Business | AI Assistant on Business at $119. Advanced AI Assistant, automation and sequences on Business Plus, quoted | Essentials annual only. Business annual or monthly | Agents sit on quoted Platform pricing. Onboarding is priced per hire |
| Recruit CRM | $95 Pro, then $135 and $215 | On Pro, metered by credits | Annual. Monthly is $109, $159 and $259 | Texting, data enrichment and workflow automation consume credits. Pro includes 100 a user a month |
| Bullhorn | $99 Starter, $165 Core | Pro, quoted. Agentic screening and outreach on Max, quoted | Per user per month, no term printed | Pay and bill and onboarding are separate quoted products |
| Gem | Quoted by company FTE count, no per-user price for recruiting firms | AI-Powered seat, quoted | Not published, apart from a yearly Startup Program for companies of 1 to 10 FTE | No pay and bill |
| Recruiterflow | $119 Platform | AIRA plan, quoted | Annual. Monthly is $149 | White-glove migration, priced on data volume |
| Atlas | $125 Basic, $165 Premium | AI candidate sourcing on Basic | 12-month commitment. Paid monthly is $150 and $200 | Verified contact data, which is the whole difference between Basic and Premium |
| Loxo | $149 Core | AI search on Core. Sourcing and agents on Professional, priced on a demo | Annual, paid up front | Credit boosts beyond 2,500 a seat, sized by sales |
| 100Hires | $49 Start, $199 Advanced, $399 Pro, per company | AI credits on every plan | Annual. Advanced is $249 billed monthly | Start allows 1 user and 3 jobs. Built for employers more than agencies |
| Zoho Recruit | Price calculator, no printed card | AI candidate matching on Enterprise | Monthly or yearly | Standard allows 10 active jobs per recruiter license |
| JobDiva, Ceipal, Avionte, TempWorks | Quoted, no published rate card | Quoted | Quoted | These are the full staffing suites with back office, sold through a demo |
Two caveats on reading it. Crelate's Essentials card says up to 2 users while the plan data in the same page describes a 5-seat minimum, so confirm which rule applies before you budget the $85 seat. And Loxo's Professional card now asks you to book a demo for a price, although a credits section lower on the page still refers to $199. Our Loxo pricing breakdown and Crelate pricing guide go through both cards line by line.
The pattern is easy to miss. The printed seat buys a database, a pipeline and email sync. The work most owners want software to take off the desk (sourcing, screening, ranking) is either on a quoted tier or metered by credits. If that work is the real reason you are shopping, compare the HireAgent plans from $299 a month alongside the seats above, because an AI recruiter is a separate budget line and not a replacement for the system of record.
Yearly staffing software prices for 3, 5 and 10 recruiters
Here is the annual bill on the cheapest plan a working agency desk can run on, at annual billing. Manatal is shown on Enterprise because 15 jobs per account is gone in a week. Gem is not in the table because it publishes no per-user price.
| Vendor and plan | 3 recruiters a year | 5 recruiters a year | 10 recruiters a year |
|---|---|---|---|
| Manatal Enterprise ($35) | $1,260 | $2,100 | $4,200 |
| 100Hires Advanced ($199 per company) | $2,388 | $2,388 | $2,388 |
| Recruit CRM Pro ($95) | $3,420 | $5,700 | $11,400 |
| Bullhorn Starter ($99) | $3,564 | $5,940 | $11,880 |
| Recruiterflow Platform ($119) | $4,284 | $7,140 | $14,280 |
| Crelate Business ($119) | $4,284 | $7,140 | $14,280 |
| Atlas Basic ($125) | $4,500 | $7,500 | $15,000 |
| Loxo Core ($149) | $5,364 | $8,940 | $17,880 |
| Bullhorn Core ($165) | $5,940 | $9,900 | $19,800 |
Manatal and 100Hires are far cheaper than everything else here, and for a small desk doing mostly direct hire they are a fair choice. Neither is built around contractors, client submittals at volume or back office. Our Manatal pricing post covers the job cap in detail.
Once the seat count is settled, put the software line into next year's plan next to payroll and commissions, whether that lives in a spreadsheet or in business budgeting software, so the renewal month does not land on your cash flow as a surprise.
The costs outside the seat price
The AI tier. Bullhorn Starter and Core list no AI at all. AI search and match begins on Pro, and the agentic screening and multi-step outreach sit on Max, both quoted. Recruiterflow keeps every AIRA agent on its custom plan, as our Recruiterflow pricing guide shows. Gem sells its AI as an AI-Powered seat inside a quote. Assume the published number is a floor.
Implementation and migration. Bullhorn lists free implementation on Starter, Core and Pro. Loxo migrates Core teams of three or more seats at no charge and scopes anything else as a fixed package. Recruiterflow offers a self-serve import at no cost and a paid white-glove migration that typically takes 6 to 8 weeks. Ask for the figure in writing.
Credits. Recruit CRM now meters texting, enrichment and workflow automation through a pooled credit balance, with 100 credits a user a month on Pro, 200 on Business and 2,000 on Enterprise. Loxo includes 2,500 credits a Professional seat and sells boosts above that. A busy desk can burn through an allowance, so ask what a credit buys. The Recruit CRM pricing post walks through the three plans.
Contact data. Atlas charges $40 more per user for verified mobiles and personal emails, which is the gap between Basic and Premium (see Atlas pricing). Gem publishes no contact-data allowance, so ask for it in the quote, as our Gem pricing page explains.
Texting. On Bullhorn's larger agency plans, SMS from inside the product appears on Front Office Enterprise, not on the entry tier. On Recruit CRM texting draws credits, and so does a dedicated phone number for each user.
Pay and bill. If you run contractors, this decides the vendor. Bullhorn sells timesheets, invoicing and pay and bill automation as Middle Office or inside Bullhorn One, both quoted. Most of the per-seat tools above do not handle it. Our guide to recruiting software for contract staffing sorts vendors by that question, and the IT staffing software pricing and healthcare staffing software pricing guides cover the two verticals where it matters most. Engineering firms add clearance and license tracking to the list, which engineering staffing software covers, and the platforms that turn approved timesheets and placements into client invoices are compared in staffing agency software with invoicing.
Where an AI recruiter fits in the budget
A system of record stores candidates. It does not decide which 12 of the 400 people in a search deserve a call. A recruiter still reads every profile, and on a desk carrying a dozen open roles that reading time caps submittals long before any feature does.
HireAgent is priced for that work. You describe the role, and the agent sources candidates, screens each one against your must-haves, and ranks them into a shortlist with the evidence behind every score. It drafts outreach and books interviews, and a person on your team makes every hiring decision. It runs next to whichever system you choose from the table. The AI recruiter for staffing agencies page shows how it works on agency reqs.
Plans scale by seats, open roles and sourcing volume. Solo is $299 a month, Growth is $799 a month for three seats and ten open roles, and Scale is $1,999 a month for ten seats. Annual billing is half the monthly rate, so $1,794, $4,794 and $11,994 a year. For a five recruiter agency, a $119 seat plus Growth on annual billing comes to about $11,900 a year in total. That is more than the seats alone, and it is honest to say so. The comparison that matters is against the recruiter hours spent reading profiles, or against a quoted AI tier whose price you only learn on a call. Full details are on the HireAgent pricing page.
Common questions about staffing software cost
How much does staffing software cost?
Staffing software costs $15 to $259 per recruiter a month on published US rate cards, and most agency seats fall between $95 and $165. That puts a five recruiter firm at roughly $5,700 to $9,900 a year for the ATS and CRM. Full suites with pay and bill, such as JobDiva, Avionte and TempWorks, are quoted only.
How much does AI staffing software cost for growing businesses?
AI staffing software for a growing agency costs about $95 to $165 a seat for the system of record, plus an AI layer that is quoted or metered. Bullhorn, Recruiterflow and Gem all place their AI on custom tiers. A separate AI recruiter such as HireAgent Growth is $799 a month, or $4,794 a year on annual billing.
What is the cheapest staffing agency software?
Manatal has the cheapest published seat at $15 a user a month on annual billing, though that plan caps the account at 15 jobs, so $35 is the realistic entry. Among tools built for agencies, Crelate prints $85, Recruit CRM $95 and Bullhorn Starter $99. 100Hires charges a flat $199 a month per company.
How much does Bullhorn cost per user?
Bullhorn costs $99 per user a month on Starter and $165 on Core, according to its small agency pricing page. Neither plan lists AI, sequences or process automation. Bullhorn Pro, Max, the larger agency Front Office plans and Bullhorn One are all quoted, so expect a sales call before you see a full number.
Is staffing software priced per user or per company?
Almost all staffing software is priced per user per month, usually with a lower rate for paying a year ahead. The exceptions on published cards are 100Hires, which charges per company, and the credit meters at Recruit CRM and Loxo, where heavy usage adds to the seat price.
What does staffing software cost for a 10 person agency?
A ten recruiter agency pays between $11,400 and $19,800 a year on the main published agency cards, from Recruit CRM Pro at $95 a seat to Bullhorn Core at $165. Manatal Enterprise is lower at $4,200. Add migration, contact data, any quoted AI tier and pay and bill before you call the budget final.
