Most US recruitment agencies need two prospecting tools, not one: a way to find the hiring manager (LinkedIn Sales Navigator, from $119.99 a month) and a way to reach them off LinkedIn (a contact database such as Apollo from $49 a month or Lusha from $49.90). Agencies already on Loxo get account-based prospecting inside their ATS on the $199 Professional plan. ZoomInfo is the enterprise option, with a median contract of $33,500 a year. The tool that wins the second job order is a fast, strong first shortlist.

What a recruitment agency actually prospects for

An agency runs two pipelines at once. One is candidates, and most of the recruiting software market is built for it. The other is clients: the hiring managers, founders and HR leads who sign your terms and send you job orders. That second pipeline pays the bills, and it needs a different kind of tool.

Client prospecting comes down to three jobs. First, find companies that are hiring for the roles you place, which means reading hiring signals such as new job posts, funding rounds and headcount growth. Second, find the right person at each company, which for a contingency desk is usually the hiring manager, not the talent team. Third, reach that person with a message worth answering, by email, phone or LinkedIn.

No single product does all three well at a price a small agency wants to pay. That is why the useful question is not "which is the best prospecting tool" but "which two tools cover my desk, and what does each contact cost me". Two things jump out. Sales Navigator is the only tool on the list that reliably puts you in front of the right person, and it gives you no email address or phone number to reach them. And the cheapest contact data is not the cheapest reach: on Lusha a phone number costs five credits against one for an email, so a desk that works the phone pays about five times more per contact than a desk that works email.

Sales Navigator: where most agency prospecting starts

Sales Navigator is a sales product, not a recruiting one, and that is exactly why agencies buy it for business development. It searches people by title, seniority, company size, industry and geography, saves accounts, and alerts you when a lead changes jobs, which is one of the best signals an agency has: a hiring manager who just moved is often building a team.

Core costs $119.99 a month or $1,079.88 a year, which is $89.99 a month on annual billing and a 25 percent saving. Advanced is $159.99 a month or $1,799.88 a year, only a 6 percent saving, so annual billing matters much more on Core. Contact data: Apollo, Lusha and ZoomInfo

Once you know who to call, you need an email address or a direct dial. This is where the three data tools split by budget.

Apollo bundles a large contact database with email sequencing, so a small agency can find a hiring manager, enrich the contact and send a three step sequence without a second tool. Apollo's pricing page lists Basic at $49 and Professional at $99 a month in its own structured data, with Organization quoted, and sets credits and seat counts in a checkout calculator. Test data accuracy on your own niche before you pay for a year, because coverage of any database is uneven across industries and company sizes.

Lusha is the simplest add-on to Sales Navigator. The browser extension reveals an email for 1 credit and a phone number for 5. Starter is $49.90 a month for 400 credits and Professional $69.90 for 600, which works out to about 12 cents per email and 58 cents per phone number on Professional. For a solo recruiter, Sales Navigator Core on annual billing plus Lusha Professional comes to about $160 a month.

ZoomInfo is the enterprise choice, with org charts and intent data on top of contacts. It publishes no price. Vendr reports a median ZoomInfo contract of $33,500 a year across 1,012 deals, with deals from $7,207 to $155,910 and buyers saving about 22 percent against the first quote on average. That only makes sense for an agency whose desks sell into large accounts and can prove a return per desk.

Loxo account-based prospecting: BD inside your ATS

Loxo is the one recruiting platform on this list that sells client prospecting as part of the same system. Its Account-Based Prospecting searches companies by size, location, industry and hiring signals, surfaces decision makers with verified work emails, and runs multi-step campaigns from the same record as your candidates and job orders. Loxo says it is included on any plan that includes Loxo Source, which on the current price list is Professional at $199 per user a month, billed annually and paid up front.

The advantage is that business development and delivery share one database, so a hiring manager you prospected today is already a contact when the job order arrives. The catch is that it only makes sense if you run Loxo as your ATS. Which prospecting stack fits which agency

Solo recruiter or two-person desk. Sales Navigator Core on annual billing plus Lusha Professional, about $160 a month. Add a simple sequencing tool only once you send more than a few dozen emails a week.

Three to ten recruiters. Apollo Professional for data and sequences, with Sales Navigator seats for the people who own client relationships. Agencies selling into enterprise accounts. ZoomInfo, if you can negotiate it close to the median and track placements back to it by desk. Otherwise the smaller stack above covers most US mid-market prospecting.

Whichever you pick, US cold email to prospects falls under the CAN-SPAM Act: accurate sender details, an honest subject line, your physical postal address and a working opt-out that you honor within 10 business days. Every tool above supports those, but you have to switch them on.

Finding hiring managers is the easy half. Converting them is harder, and the pitch that works best for many US agencies is a real candidate. What to test in a trial before you buy

Pick 20 companies you would like to work with and run every tool you are trialing against the same list. Count four things: how many of the 20 hiring managers it finds by name, how many emails bounce on the first send, how many direct dials connect to the right person, and how long the whole exercise takes a recruiter. Those four numbers, divided into the monthly price, tell you more than any feature list.

Ask each vendor three questions in writing: whether unused credits roll over, what one extra credit costs, and whether contacts you export stay yours if you cancel. Policies differ, and the answer changes what a quiet month costs you.
