AI contract staffing software: AI recruiting for contract staffing agencies, from job order to first submittal

In contract staffing the first qualified submittal usually wins. A job order lands on a Tuesday, three other suppliers see it in the same VMS feed, and the client manager interviews whoever arrives with a clean profile by Wednesday. HireAgent gives each recruiter an agent that reads the job order, pulls matching contractors from your own database and from outside sources, ranks them against the must-haves and drafts the outreach, so the shortlist exists before the other suppliers have finished their Boolean string.

Ranked shortlist

The agent is working the role...

Every candidate card carries a match score that links to the lines of the resume behind it, a why-they-fit note you can paste into the submittal, a pipeline status and a ready outreach draft that asks the contractor to confirm availability, rate and work authorization. You approve who gets contacted and you decide who gets submitted.

Contract desks lose most of their margin in two places: reqs that close before anyone submits, and contractors whose assignments end without a next job lined up. The agent works both. It runs new job orders the day they arrive and, because it scores the people already in your ATS on the same scale as new sourcing, it surfaces contractors coming off assignment for the roles you have open now.

HireAgent is the sourcing and screening layer, not the back office. It does not run payroll, timesheets, invoicing or VMS uploads, and it is honest about that: keep your staffing ATS and pay and bill system, and let the agent fill the front of the funnel. If you are still choosing that system of record, our comparison of contract staffing software prices twelve of them.

The short answer

AI contract staffing software helps a contract or temp staffing agency submit qualified people faster: it reads each job order, searches your existing database and outside sources for matching contractors, ranks them with the evidence behind each score, drafts outreach to confirm availability and rate, and books screening calls. It sits beside your ATS and pay and bill system rather than replacing them. HireAgent does this from $299 a month.

Why it works

What you get with AI contract staffing software

First submittal, not fourth

The agent turns a job order into a ranked shortlist within the working day, so your recruiters spend the morning calling the top five instead of building the search.

Your database, worked again

Past contractors and applicants in your ATS are scored against every new job order alongside fresh sourcing, which is how people finishing an assignment get redeployed instead of lost.

Submittals you can defend

Each score links to the resume evidence behind it, so the why-they-fit note in your submittal is specific and the client can see why this person was sent.

What it handles

A role in, a match-scored shortlist out

Describe the role and HireAgent sources candidates, screens them against your criteria, and returns a ranked shortlist with a match score and the evidence behind it, then drafts personalized outreach and schedules interviews. The agent does the legwork, you make the hire.

What is AI contract staffing software?

AI contract staffing software is recruiting software that uses AI to fill contract, temp and temp-to-hire job orders faster: it matches candidates to each order, screens them against the client's must-haves and handles the first outreach, so a recruiter can submit qualified people within hours instead of days. It is a front-office tool. The back office (onboarding, timesheets, payroll, invoicing) stays in your staffing ATS or pay and bill platform.

Most agencies meet AI in one of three places. The first is inside the ATS they already pay for, where the AI features usually sit on a higher tier than the one they bought. The second is a sourcing tool bolted on the side, sold per seat with a monthly allowance of contacts. The third is an agent that takes the whole front of the funnel for a job order: search, rank, contact, schedule. HireAgent is the third kind, and it is built to sit next to whatever system of record you keep.

The distinction matters for contract desks more than for permanent search. A permanent search firm can spend two weeks building a slate. A contract recruiter often has one working day before the client has enough candidates, and every hour spent on the search is an hour not spent on the phone with the people who might actually take the assignment.

Speed to submit

How does AI help staffing agencies submit candidates faster?

AI helps staffing agencies submit faster by removing the search and first screen from the recruiter's day: the agent reads the job order, ranks matching candidates from your database and outside sources, and drafts the outreach, so the recruiter starts at a shortlist rather than a blank search bar. The time saved is the difference between submitting on day one and submitting after the client has already scheduled interviews.

Here is how a typical job order moves through HireAgent. A client sends an order for a contract .NET developer, six months, hybrid in Dallas, W-2 only. The recruiter pastes the order into a role brief and marks the must-haves: C# and .NET, three or more years, able to work in Dallas two days a week, US work authorization. The agent pulls matching records from your ATS through the integration, sources new profiles, and scores every candidate against those criteria. A candidate with no evidence of .NET cannot outrank one who has it, however well the rest of the resume reads.

What comes back is a ranked list where each card says why the person fits and quotes the evidence. The recruiter reads the top of the list, approves the people worth contacting, and the outreach goes out asking the questions a contract desk needs answered before a submittal: are you available on the start date, what rate are you looking for, and can you work W-2. Replies come back to the pipeline and the agent books a screening call with anyone who says yes.

Redeployment

Can AI help staffing agencies redeploy contractors?

Yes. Redeployment is where AI earns its keep on a contract desk, because the best candidate for a new order is often someone already on your books whose assignment ends next month. An agent that scores your existing records against every new job order will surface those people automatically instead of relying on a recruiter to remember them.

Most staffing ATS databases hold tens of thousands of records that nobody searches, because a keyword search on a busy morning returns 400 results and there is no time to read them. Scoring changes that: the same records are ranked by how well they fit this specific order, with the reason written next to each one. A contractor who finished a similar assignment with another client last quarter rises to the top because the evidence is there, not because someone happened to recall the name.

This is also the cheapest candidate you will ever place. You already hold the resume, you may already have their rate and references, and they already know how your agency works. Every redeployment is a placement with no sourcing cost and a shorter gap in billable hours, which is the gap that eats a contract desk's gross margin. Our guide to re-engaging past candidates covers the outreach side of this in more detail.

Where AI sits

Which contract staffing software includes AI, and what does it cost?

Most staffing platforms publish a price for their entry tiers and keep the AI on a higher, quoted tier. On the pricing pages we read in September 2026, Bullhorn's published Starter ($99) and Core ($165) plans contain no AI search and match, Crelate's advanced AI and sequences start on Business Plus from $149, and Recruiterflow's AI plan is quoted separately from its $119 to $149 platform seat. Loxo is the exception, with agents included on Professional at $199 a user a month, billed annually and paid up front.

For a contract desk the useful question is not which ATS has the best AI badge. It is what you will pay per recruiter to get matching, screening and outreach working on job orders, and whether that forces you to change the system your payroll and timesheets already run on. Changing a staffing ATS is a three to six month project for most firms. Adding an agent beside it is a week.

That is the case HireAgent is built for. Keep Bullhorn, Avionte, JobDiva, Crelate or whatever runs your back office. HireAgent Growth connects natively to Greenhouse, Lever and Ashby and to any other system through a signed webhook, so shortlisted candidates can be pushed into your ATS and records pulled out to be scored. The full vendor-by-vendor detail is in the table below and on our AI recruiting software pricing page, and the agent products are priced for a five-recruiter desk in best AI agents for staffing agencies.

Pricing

How much does AI contract staffing software cost with HireAgent?

HireAgent costs $299 a month for one seat and up to three open roles, $799 a month for three seats and up to ten open roles with ATS integration and autosend, and $1,999 a month for ten seats with high sourcing volume and SSO. Billed annually those come to $2,988, $7,992 and $19,992 a year, roughly two months free. Every plan runs the full agent. There is no free plan and no per-placement fee.

Size the plan by open job orders, not by headcount alone. A two-recruiter contract desk carrying eight live orders fits Growth. An agency with ten recruiters and a steady flow of light industrial or IT orders fits Scale, and larger teams move to Enterprise for custom volume, unlimited seats and audit logs.

The math a contract desk cares about is margin per hour billed. On a contractor billed at $85 an hour with a 25% gross margin, the agency makes about $21 an hour, or roughly $3,400 a month on a full-time assignment. One extra placement a month, or one redeployment that closes a two-week gap on the bench, pays for Growth several times over. Honest limits

What HireAgent does not do for a staffing agency

Buying the wrong tool costs a contract desk a quarter, so here is the boundary plainly. HireAgent does not run payroll, timesheets, invoicing, onboarding paperwork, I-9 or E-Verify, background checks or VMS submissions. It does not replace your staffing ATS and does not hold your contractor compliance documents. If you need all of that in one product, you are buying a staffing ATS with a pay and bill module, and our staffing agency CRM comparison is a better starting point.

What HireAgent does is the part of the day your recruiters complain about: turning a job order into a ranked, contacted shortlist with the evidence written down. Outreach discloses that it is AI assisted and respects opt-outs, every score is explainable, and a person approves each contact and makes every submittal and placement decision. That last point matters for US rules on automated hiring tools, including New York City Local Law 144, which apply to agencies screening for clients in those locations.

Side by side

Where AI sits in contract staffing software pricing

Read from each vendor's own pricing page in September 2026. Several staffing platforms publish a price only for the tiers without AI.

Vendor Built for Tier where AI matching or agents start Published US price for that tier
Bullhorn Staffing ATS with back office Pro or Max (Starter and Core have no AI search and match) Quoted
Crelate Agency ATS and CRM Business Plus (advanced AI and automation) From $149 a user a month
Recruiterflow Agency ATS and CRM AIRA plan (Platform seat has no AI) Quoted
Loxo Agency ATS, CRM and sourcing Professional, agents included $199 a user a month, annual, paid up front
Gem (staffing plans) Agency CRM and sourcing Enterprise (AI Sourcing, AI Application Review) Quoted
Juicebox Sourcing Starter, or Agents add-on $99 a seat annual, Agents $199 an agent a month
HireAgent AI recruiter beside your ATS Every plan $299 a month (Solo), $799 (Growth), $1,999 (Scale)

Seat, agent and flat plans are not directly comparable. Loxo bills the year up front, Juicebox Agents are shared across a team, and HireAgent plans scale with seats, open roles and sourcing volume. Pay and bill, timesheets and VMS integration are not part of HireAgent.

Why HireAgent

One agent that sources, screens and ranks candidates

Not a job-board blast and not a resume pile. HireAgent sources candidates, screens them against your criteria, and returns a match-scored shortlist with the evidence behind each fit, then drafts outreach and books interviews. The agent does the legwork, you make the hire.

Criteria-based screening

Every candidate is screened against the same structured criteria you set, with a match score on a red to amber to green scale, so screening stays consistent and fair.

Evidence behind every match

Each match score links to the experience that earned it, the role, the skill, the timeline, so the fit is auditable and your shortlist is defensible.

A ranked shortlist

Match scores roll up into a ranked list, so the strongest candidates are already at the top and your team reviews the best fits first.

Good questions

Questions about AI contract staffing software

No. AI replaces the search and the first screen, which is most of the hours on a contract desk, but not the client relationship, the judgment on who to submit or the negotiation on rate. Agencies that use it well put more job orders on each recruiter rather than fewer recruiters on the desk.
HireAgent has native integrations with Greenhouse, Lever and Ashby, and connects to any other ATS, including staffing systems, through a signed webhook that pushes shortlisted candidates and pulls records to score. Ask us to walk through your setup before you buy.
Tax status and rate expectations are rarely on a resume, so the agent does not guess them. It screens the resume against your must-haves and drafts outreach that asks for availability, rate and work authorization, and the answers come back to the pipeline before you submit.
Yes, with duties in some places. New York City Local Law 144 requires a bias audit and candidate notice when an automated tool substantially drives hiring decisions for NYC roles, and Illinois and Colorado have their own rules. HireAgent keeps a person on every decision and records the evidence behind each score.
Solo covers up to 3 open roles, Growth up to 10, and Scale adds high sourcing volume across 10 seats. Enterprise sets custom volume for agencies running many concurrent orders. Each open role is a job order the agent is actively sourcing and screening for.
Yes. The demo on this page runs the real agent on a role you describe and returns the sourcing plan, a screened candidate with the evidence for each must-have, and the outreach draft. Paid plans start at $299 a month and you can cancel anytime.
